Founded by Rabbi Zvi Kestenbaum to ensure the immigrant population of Williamsburg, Brooklyn had easy access to high-quality, affordable health care, ODA Primary Health Care Network has been dedicated to improving the health of the community for over forty years. As the community grows, ODA has grown with it: from one facility providing primary and dental care to a network of locations 5 throughout Williamsburg and 2 summer locations in the Catskills providing a full spectrum of health care services that are easily accessible.

ODA patients are assured of receiving high quality health care services provided by a team of highly-skilled, qualified and caring professions who consider patients the most important member of the ODA family. The ODA family grows each year today we care for more than 55,000 patients.

ODA is the largest provider of primary and specialty care services in the Williamsburg community. While much has changed throughout the years, the most important thing remains the same, ODAs commitment to Rabbi Kestenbaums mission to improve the health of the community by providing access to high quality, comprehensive healthcare.

With the increase in number of patients comes the demand for additional healthcare services. ODA continuously meets this request by frequently evaluating the community's demand for essential healthcare and a variety of medical specialties and addressing these needs.

  • Improve the health status, in all life cycles, of the medically under served individuals of the South Williamsburg community by providing affordable, comprehensive and high quality primary and specialty medical care services, with assurances that no uninsured individual is to be denied care if they are unable to pay.
  • Network with other community-based organizations in an effort to identify available resources that can ensure the patient and their family with a comprehensive model of health care and social service delivery.
  • Under the vision and leadership of Rabbi Zvi Kestenbaum, the founder and Honorary President of ODA Primary Health Care Center, ODA was the first community-based effort to provide all of Williamsburg's residents with quality healthcare, emphasizing health maintenance as well as early detection and treatment of illness.

ODA was also the first health center to anticipate the needs of the Williamsburg community for a facility that would provide low cost, high quality comprehensive health care services in a community setting.

ODA is committed to exceeding patient expectations and providing the best patient experience possible; employing a variety of methods to analyze patient service performance to guide quality improvement planning, including measurement of key quality performance indicators such as chronic disease management and care coordination, and patient satisfaction surveys. These metrics are reviewed quarterly by ODA leadership and used to inform strategic planning and programmatic changes to ensure quality of care and patient needs are continuously assessed and addressed.

The goal of care coordination is ensure health care teams are working together to meet patient needs to improve patient experience and health outcomes. Comprehensive care coordination involves coordinating with all service providers across the health care continuum, including physicians, nurses, pharmacists, behavioral health specialists and insurance plans to facilitate patient interactions with the health care system. ODA provides care coordination in several key areas and measures the level of coordination quarterly by site to ensure gaps in coordination are addressed.

Patient Satisfaction Surveys are a key tool in gathering valuable patient feedback. The information in Patient Satisfaction Surveys is assessed and incorporated into strategic planning to improve services and increase the quality of care ODA patients receive. Patients are asked to complete satisfaction surveys after each office visit. These surveys measure patient satisfaction during each stage of the patient experience, including: access, registration, providers, facility and support staff.
