Dr. Elrafei has been practicing in the field of dentistry for over 30 years and has utilized his passion for the profession, both internationally and at home in Maryland.   • She then attended and received her Doctor of Dental Surgery degree from the University of Maryland at Baltimore Dental School, where she received several accolades for her technical and academic achievements, including selection to participate in a cleft lip/palate outreach program with Operation Smile in Vietnam and the Dominican Republic.
  • She also completed a three-year periodontal residency at the University of Pennsylvania, where she was trained in all aspects of periodontal surgery, including dental implants and oral cosmetic surgery.
  • Dr Plunka served in the US Army Dental Corps, as an Army Dentist from August, 1982 to February, 1987. Captain Plunka rose to second-in-command at the Fort Hamilton Dental Clinic in Brooklyn, NY., where he perfected his skills in all aspects on Dentistry. He earned the distinguished Army Commendation medal in 1987. After active duty service, Dr Plunka remained as a Dentist in the US Army Dental Corps Reserves, attached to Fort Meade, MD until 1991, where he was promoted to the rank of Major.

    Dr Plunka associated with several Dental Practices from 1987 to 1994. He was a General Dentist on the staff of the Wyman Park Dental Clinic, an affiliate of Johns Hopkins Hospital from 1987 to 1991. In 1992 he opened his Dental Practice in Northwest Baltimore City, and subsequently moved the Practice to Pikesville, MD, where he practiced General Dentistry from 2002 to 2021. He has received several awards, including the Baltimore Certificate For The Treatment of Handicap Children. He is a member of the Maimonides Dental Study Club, and a past member of the Alpha Omega Dental Society and the American Dental Association.

    After receiving her Doctor of Dental Surgery degree in 1979 from the University Paris VII in France, Dr. Francoise Engel worked in a private practice as a general dentist. To pursue her schooling in orthodontics, Dr. Engel immigrated to the United States and graduated from the University of Pennsylvania in 1983 with her Certificate in Orthodontics.

    Motivated by a strong interest in education, Dr. Engel stayed on as a Clinical Associate at the University of Pennsylvania School of Dental Medicine while working in a private orthodontic practice in Richboro, PA.

    An offer as an Assistant Professor at the University of Texas, Health Science Center, prompted a move to San Antonio. For the next nine years Dr. Engel taught full-time in the Department of Orthodontics at the San Antonio Dental School. In 1994, Dr. Engel accepted a faculty position at the University of Maryland Dental School in Baltimore where she taught and practiced orthodontics for four years.

    To apply what she had taught for so long, Dr. Engel went into private practice to set into motion her unique caring philosophy and state-of-the-art techniques. Her friendly attitude, personalized attention and excellence in patient care have generated beautiful smiles from her patients.

    Born and educated in Paris, France, Dr. Engel currently resides in Pikesville, Maryland. She is the parent of two grown up children and she enjoys participating in various outdoor activities including: bike riding, sailing and skiing. Dr. Engel also takes pleasure from the arts, theatre, foreign films and musicals.

    As a Diplomate of the American Board or Periodontology (board certified periodontist), my undergraduate degree was obtained at Dickinson College in Carlisle, Pennsylvania and my dental diploma was obtained at Columbia Universitys School of Dental and Oral Surgery in 1990. Board Certification was obtained in May 2001.

    During my final year at Columbia, I was offered of a commission with both the United States Army and the United States Navy. I selected the Navy and spent the majority of the next six years predominately stationed in the Far East practicing restorative dentistry perfecting my clinical skills. In 1997, I was offered a position at the National Naval Dental Center in Bethesda, Maryland and entered their periodontic residency training program. I resigned my Naval commission in 2003 with the rank of Commander and moved to Baltimore County and entered private practice. Shortly thereafter, I was made an offer I could not refuse and accepted a position with the Air Force Reserve Command in August 2004. I now lead the medical unit (512th Aerospace Medical Squadron) as the medical squadron commander holding the rank of Colonel attached to the 512th Airlift Wing on Dover Air Force Base, Dover, Delaware.

    My expertise includes a thorough understanding of occlusion and the function of the masticatory system. My clinical skills include: cosmetic surgery connective tissue grafting, free gingival graft augmentation, esthetic crown extension, bone regeneration around teeth, ridge augmentation, ridge preservation, implant placement, surgical extractions for implant placement, trained/certified in the use of the Periolase MVP-7 for the treatment of bone loss around teeth, trained/certified in the Chao Pinhole Technique, occlusal guards, and occlusal adjustment.

    The hygienist to ruff on cleaning teeth your teeth will be sore for days

    I'm a little late with my review. I absolutely loved the service that I received from the place! I had a toothache and couldn't get an appointment until 5weeks out at another dentistry. Family members referred this one. The young lady Emma that works the front desk took all my information over the phone. So professional and thorough that when I walked in all I had was very little paperwork and to show my ID. Then I get escorted to the back by a young lady named Nicole. Me and her was carrying on as if we been knowing each other for years. Mouth hurting like hell, but it was good to laugh and have ppl make me feel comfortable. Cause of course they're going in your mouth! The dentist explained everything. I mean everything. What he was doing and why. What I should do the whole nine yards. a More importantly he eliminate my suffering. Let me also mention....I received all this astonishing service same day! I greatly appreciate the service I received from here. They have a customer for life.!

    When it comes to the basics, I haven't come across major issues. Went in for an Invisalign consultation that was booked 2 months in advance just for the receptionist to say that an appointment was never made. They said they'd squeeze me in since they had cancellations but my time with them felt very rushed. It sounds like they mixed my name up with someone else's when it came to scheduling my appointment, which is very unprofessional on their part. Do not come here for Invisalign because they don't have an orthodontist who really knows what they are talking about. I feel like the consultation was not as thorough as it would've been had someone more qualified took a look at my teeth.

    DON'T GO HERE BEFORE SCHOOL STARTS IF YOU'RE NOT BRINGING IN KIDS!!! I've been a patient for three years. Always on time, my insurance always pays, and what it doesn't cover, I pay in office or upon immediately upon receipt of the bill. I made the terrible mistake of scheduling a cleaning in late August of this year. Usually when I go in, I'm in and out. This time...I had a bit of a wait. No problem. The problem began when I started noticing people, specifically people w/ children, that came in after me were going in before me. A lady and her daughter who walked in and checked in after me w/ the same appointment time as mine were called before me. Fine. No problem. Then I noticed an elderly gentleman called after them who was there before both me and the lady w/ her daughter. Next, a kid walked in the office out of nowhere. Gave his name and was told to go straight back. Ok? Had he been here and came back? Don't really know. The final straw...29 minutes into my wait, a man and his son, who had been there before me, the two people that walked in behind me, and the young man who was just told to go straight back, was called in. After 30 minutes, I got up to reschedule. I love the kids...but what job are they going back to after this appointment? Maybe the parents are going back to work but the kids are going back to summer break. I didn't try to figure out what order they were going in and they certainly didn't offer an explanation as to why at least 2 people I know for certain who walked in AFTER me, were called before me and we had the same appointment time. The receptionist tried to reschedule me before Labor Day and I abruptly cut her off and told her don't offer me anything before these kids go back to school. Do better. Just b/c people don't bring in kids for school year dental cleanings does not mean you get to make them wait w/o explanation. If anything, to be fair to patients who bring in kids and those who don't, include a disclaimer that during peak school seasons, patients w/ children will take priority so other patients will know to book around or wait until peak season is over. Don't always assume that patients in the waiting room are so engrossed in their phones that they aren't paying attention to being skipped over. I had been looking for a reason to find another practice due to some other minor issues I have w/ them (e.g. no longer live nearby, multiple repairs to the same tooth etc.) but for the most part was always relatively forgiving b/c despite a few hiccups, the service was always pretty decent. I guess its' time to start looking.

    They are very good. I (like many) have a natural adversion to going to the dentist. However, this team made me feel at ease. I will be going back on the regular for all my dental needs.

    Whenever I get a cleaning I don't think the dentist looks at my teeth in way he can actually observe if something is wrong. Without exaggerating, he will look at your teeth for literally 5 seconds and say "you're good." He's also the one that checks my moms teeth and has overlooked caries. Also, last time I got a cleaning, the lady cut off a piece of my gums between my teeth of how rough she was doing it.

    This place has the worst dental practice I have ever seen. My granddaughter has had her braces for an extremely long time. I took her to her last appointment and after the appointment I asked the dentist what is her plan. The dentist tells me that she doesn't know because this is only the third time she has seen her Apparently, you see whatever dentist that is available during your appointment. This would not be a problem if they communicate with each other or read the patient's chart. So, the interest part is when the receptionist tried to defend the dentist not knowing the plan for my granddaughter's care for her braces. She was rude and defensive, not knowing what she was talking about. I feel that every dentist that works on my granddaughter's mouth should know the plan. The dentist said that she needed a procedure that had already been done. Here is the point it appears that they are purposely keeping my granddaughter's braces on to make more money. Her mother was given a potential date that they would be taken off and that date has come and gone without any new plan. She is a single mom doing her best to provide for her kid and to have a business like this take advantage of her is sad. Do better .

    Go someplace else. Their service is awful. Very poor customer service and management skills. Be prepared to fill out forms over and over again. And Dr. Steiner will tell you that if you are not satisfied to go somewhere else.

    My experience with service was great. It's a clean office with very friendly staff. My issue is the billing! Before the procedure Vicki (front desk) tells me we recvd preauthorization from your insurance company, you will be responsible for a payment of $243. The amount was paid before the procedure. Three months after the procedure I get a bill for $405! When I called to question this bill. Vicki tells me that this procedure is a covered benefit only after a contractual waiting period has ended. Which was another 23 days!!!!. Ummmmm, During this preauthorization call did you or did you not discuss the waiting period? As a courtesy, couldn't you advise your customer to wait a few more weeks the procedure to maximize your benefits?

    I would give negative stars if it was available. Avoid this facility at any cost. Terrible service. The doc it self screwed up my teeth unnecessarily. I went for cleaning and he asked if there was any issues and unfortunately I said one teeth was sensitive. I had already some broken teeth from 20 years which was doing fine. He ended up filing and put a crown on it and then my trouble started. That was not even the teeth that was sensitive. The crowned teeth was so sensitive that I was not able to eat for weeks and ended up with root canal. Every time I contacted the doc he was recommending something else. I ended up spending another grand for root canal. It was a night mare. I think the owner is skill-full but others are not. And after all this he was not even apologizing for what happened and asking if I am coming back for cleaning. Avoid this facility.

    This office is terrible when it comes to billing. I was told the person that handles billing inquiries works from home which is understandable. However, when I asked if there was any way I could speak to her in reference to my account I was told that she doesn't speak to patients directly. I asked if I could email her I was told no to that as well which is ridiculous especially when the office staff can't answer my questions. The office is clean and the hygienist are awesome but it's not worth the headache.
