Dr. LiFeng Cao (Dr. Peter by his patients) grew up in Vancouver, British Columbia. As a young adult, his goals were to have a rewarding career in healthcare which involved under-served children. As a stepping stone, he completed his bachelors degree in Microbiology and Immunology in 2008.

While searching for his dream occupation, he had the opportunity to work as an office manager at a large pediatric dental practice. The responsibilities from working there gave him insight on the importance of oral health and wellbeing; especially in children. His employer slowly became his mentor and deepened his perspective of the dental field. The two year experience inspired him to become a dentist.

After four years of study, he graduated from the University of British Columbiawith his Doctor of Dental Medicine degree in 2015. During clinical practice, his interactions with children helped him decide that he wanted to further his studies in a graduate program specializing in Pediatric Dentistry. Dr. Peter was the first Canadian applicant accepted into the advanced education in pediatric dentistry program at the University of Nevada, Las Vegas. Due to his positive influence on the program and potential traits of a leader, he was nominated to be Chief resident for the final year of his program. Dr. Peter is an active member of the Canadian and American Academy of Pediatric Dentists (CAPD/AAPD).

Beyond dentistry, Dr. Peter enjoys photography, board games, working on cars, cooking, watching movies and travelling. On weekends Dr. Peter and his wife can often be found scuba diving in various sites around Western Washington and British Columbia.

Dr. Hartman received his Doctor of Dental Surgery from the University of Missouri in 1977 under a U.S. Naval Scholarship. During his time as a Navy dentist, he became convinced of the need for quality dental care during the formative years. After his discharge, he went back to school at the University of Nebraska and completed his Pediatric Residency and an additional Masters of Science in 1983. He opened his practice in Oak Harbor in 1985 and has enjoyed serving the children here ever since. In past years he has traveled to both the Ukraine and Mexico as part of a medical mission team. In 2011, Dr. Hartman retired from the U.S. Navy Reserves with a rank of Commander.

Dr Hartman and his wife, Ruth, have two grown children, and two grandchildren. When not in the clinic, you can find Dr. Hartman volunteering with his church around the Pacific Northwest, traveling, and spending time with his family.

Warning -This doctor is dishonest - This part is a warning to any who have apple health or state insurance for their kiddos and are not aware that you actually can have orthodontics run through your insurance if it's state insurance. Please know you do indeed have a chance to get the cost of your braces partially, if not fully covered. This office will lie and say state never covers orthodontics. This orthodontist, dentist and office staff told me on multiple occasions that state never covers braces and it couldn't even be a submitted claim. They tried to get me to go through an orthodontist that they particularly have come into their office, I came to find out he does even take state insurance at all which is why he won't run it and he doesn't want to deal with the hassles of dealing with insurance. Once I realized that they had lied, I let them know that it was unacceptable to have been dishonest about state insurance never covering braces, literally this was stated to me on multiple occasions. I decided to not have my child get the orthodontics care with them and we went to an orthodontist who was honest and would at least submit the insurance claim as they should. It is despicable to take advantage of people and try to stream line them into having to pay outrageous amounts when insurance could help. To lie about even the possibility of help from insurance coverage is a slimy move, be honest and tell people they can find someone who will take their insurance. So yet another lie, this comes after the orthodontist situation, my children have gone to this dental office their whole life and we had been told they would see them there until they were 18. We had missed an appointment for cleanings and when I called to reschedule they said the doctor notated that I they were terminated as patients due to several missed appointments. This was an outright lie, it was one appointment. It was obviously strategically being used after deciding to get braces elsewhere for my daughter, once I realized they had been dishonest about the insurance coverage. They admitted this by the way, once I told them I knew they had lied about orthodontics being state covered at times, the orthodontist reluctantly refunded me most of my money. I luckily had realized the truth right before starting the ortho treatment but only after paying for it unfortunately, now he refused a full refund of course because they needed to make sure they charged me for digital X-rays that I had no access to ever use and insurance would have covered. Anyway, lol... I just hope this helps someone and it gives them their fair warning when choosing a dentist for their kiddos and when proceeding into their orthodontics journey. Honesty and integrity matters. This was a very unfortunate, being able to trust the people we get medical and dental care from is of utmost importance. Especially the ones we entrust our children's care to.

Dr Yeh has been my orthodontist for two years before I moved to Anacortes from Ferndale And he has an office in Oak Harbor which is great. He is extremely thorough and a highly skilled Orthodontist. Jacob

I like the dentist, he's kind and good with kids. BUT, these people will charge you over $400 to have your 3 year old sit in a regular chair and get their teeth brushed and flossed.

I have been taking my kids here for years and drive from out of town because of how amazing they are. Staff is very friendly and positive. Dr. Peters is just flat out amazing with kids and always has a great big smile we love this place!

Absolutely disappointed with the care received here. My older child had an appointment soon after I gave birth. The dentist had such a pushy, bully mentality when I didn't agree with his care plan. Being postpartum, that was the last thing I needed. Will be going to playhouse dental.

My daughter had never seen a dentist before and was nervous going in, the staff was very friendly, they took their time to make her feel comfortable and safe and to explain everything they were going to be doing as well as introducing the tools used to her! She had a great experience for her first visit. Highly recommend.

Had the extreme pleasure of visiting Oak Harbor Pediatric Dentistry for the 1st time this week. My 11 year old son is not a fan of going to the dentist, I think he will enjoy it after this visit. Dr. Peter and the entire staff were friendly, patient, and even funny. Dr. Peter's chairside manner is welcoming and comforting. He has an incredible ability to elicit laughter in a situation that many kids, and adults for that matter, dread. I would highly recommend Dr. Peter and the entire OHPD staff for your child's dental care.

I just wanna say I appreciate this Dentistry, I've been going to this place since I was child, and I'm so grateful I've met all these wonderful people from Dr.bob to Dr. Peter and the nurses, But in all fairness and Kindness, Dr. Peter kindly replace my crown recently after I've just broke mine unexpectedly and was willing to work with my issues rather than giving me a crazy unnecessary information and expenses $, please if you are reading this right now don't ever hesitate by giving this dentistry a chance, I totally recommend this dentistry in this island, great people, excellent service, and willing to cooperate with any issues! And I normally don't make reviewes but I wanted to put this out here and let you know how this is worth going to! Family friendly 100%
