Special Health Resources began as AIDS Inc, the community response to the AIDS epidemic in the 1980's. Initially, AIDS Inc. provided social support to HIV positive individuals and their families. However, the organization quickly assumed a leading role in providing medical care, emergency assistance, case management, and other supportive services to HIV positive individuals across 23 counties in northeast Texas. The original name was changed to Special Health Resources to reflect its broadened mission and services.

Over the past two decades, SHR has grown into a comprehensive health care system in East Texas, providing affordable care for the whole family. We have clinics in Longview, Tyler, Paris, Texarkana, and Jacksonville. Additionally, we have our INTUNE Mobile Unit to serve rural areas. SHR now provides health care to families in all 23 East Texas counties. SHR is a FQHC (Federally Qualified Health Clinic), offering patients a full-range of services, including both adult and pediatric primary care, adult and pediatric dental care, womens health services, immunizations and vaccinations, HIV/AIDS screening and treatment, mental health care, and substance abuse services.

As Chief Executive Officer of Special Health Resources for Texas, David Hayes is committed to providing East Texans across 23 counties affordable healthcare for the whole family. Through his leadership, SHR offers patients a full-range of services, including both adult and pediatric primary care, adult and pediatric dental care, womens health services, immunizations and vaccinations, HIV/AIDS screening and treatment, mental health care, and substance use disorder services.

David came to SHR in 2013 as Human Resource Director, and in 2014 was hired as Chief Operations Officer/Chief Information Officer where he worked closely with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel to accommodate the rapid growth objectives of the organization. In 2019, he was selected as the Chief Executive Officer. Prior to joining SHR, David held positions as the Director or Chief Officer in community health centers for over ten years. He also held leadership roles at Genesis Primecare (a Federally Qualified Health Center), as well as having 30 years of experience in the retail merchandise and pharmaceutical industries.

David earned his Bachelor of Fine Arts in Music Education from Stephen F. Austin State University, and completed the UCLA/J&J Executive training program at the Anderson Graduate School of Management. He holds a Professional Human Resources certification through the HR Certification Institute, and a Texas Teacher Certificate in Secondary Education.

Kenneth M. Kosowicz, CPA, MBA, serves as Chief Financial Officer of Special Health Resources for Texas. He joined the organization in 2019, and has more than 25 years of senior leadership experience within various healthcare organizations. As CFO, Mr. Kosowicz oversees all financial operations including corporate accounting, treasury management, revenue cycle, financial strategic planning, and analysis.

Mr. Kosowicz began his career with Ernst & Young. Before joining Special Health Resources for Texas, he served in various leadership roles with a diversity of healthcare settings including Community Hospital, Long-Term Acute Care Hospital (LTAC), home health, residential rehabilitation, behavioral health, allied health, and school programs. He is a member of the State CPA society and AICPA.

Mr. Kosowicz earned a Bachelor of Science degree in Environmental Conservation from the University of New Hampshire, and holds a Masters of Business Administration in Finance from Southern New Hampshire University.

Broderick McGee was born and raised in Tyler and attended public schools in the Tyler Independent School District. Upon graduating from John Tyler High School, he received his Associates Degree from Tyler Junior College, a Bachelors Degree in Business Administration from Le Tourneau University, and a Masters Degree in Human Resource Management from Columbia Southern University.

Broderick served as the founding President of the Rose City Chapter of the Society for Human Resources Management (SHRM) and currently serves on the board of Meals on Wheels East Texas. He is also a graduate of Leadership Tyler Core Class 27, and currently serves on the Tyler City Council.

Broderick holds a Professional in Human Resource Certification (PHR) from the Human Resource Certification Institute (HRCI), and a Certified Professional Certification (CP) from the Society for Human Resources Management.

Anita Scribner spent her childhood in Wills Point, Texas, aside from one year in northern Italy as a foreign exchange student. She attended the University of Texas and received a BA in Anthropology and a Masters in Public Health from University of Texas Health Science Center - Houston. Anita completed her Medical Degree at University of Texas Health Science Center at San Antonio and went to Indiana University Medical Center in Indianapolis for Internal Medicine residency, followed by University of Texas Southwestern Medical Center for her fellowship in Infectious Diseases.

Anita joined Diagnostic Clinic of Longview in 1999 and has served continuously as an infectious diseases consultant at both Longview Regional Medical Center and Good Shepherd. She holds board certifications in both Internal Medicine and Infectious Diseases. She has been a physician at Special Health Resources since 2002 and now serves as Chief Medical Officer.

Anita married Ray Scribner in 1987 and they have seven children. Her hobbies include traveling, hiking, and bicycling. She has been a volunteer with Diakonia Compassionate Ministries in Kisumu, Kenya since 2005.

Ernesto first joined Special Health Resources as a volunteer and later became a full-time Bilingual Case Manager in March of 2002. He has served as the Compliance & Performance Improvement Officer at SHR for Texas since September 2017. Throughout the years, Ernesto has held a variety of positions at SHR, including Site Coordinator, Project Data Manager, Staff RN, Clinic Manager, and Quality Assurance Quality Improvement Manager. He takes pride in working every day to improve the health and well-being of people living in East Texas and Southwest Arkansas. He has been an advocate for HIV services for over 20 years. He has also published and presented in National and Statewide conferences representing the organization.

Ernesto has an Associate's Degree from Kilgore College in Applied Sciences and was granted a Registered Nurse License in 2014. He is currently pursuing his Masters of Science in Nursing from The University of Texas at Arlington, focusing on Nursing Administration.

In his free time, Ernesto enjoys spending time with his family, as well as volunteering in the community. Mr. Guevara has volunteered as an Interpreter/preparer for the IRS -VITA (Volunteer Income Tax Assistance) program, American Cancer Society Relay for Life, and the City of Longview National Volunteer Day.

Jeanette Geddie has been with Special Health Resources since 2015, and in healthcare for 22 years. Upon joining Special Health Resources in 2015, she helped establish and lead the first Pediatric practice within our organization. Jeanette then used that experience to work collaboratively with other key staff to establish our first Obstetrics and Gynecology practice in 2016. In 2020 she was instrumental in establishing the first drive-up Covid testing service in our organization, and one of the first in East Texas. Jeanette manages the southern region of the organization including clinics in Longview, Tyler, and Jacksonville, as well as mobile unit services in Daingerfield and Pewitt.

Jeanette is the Vice Chair for the Vaccine Awareness Coalition of East Texas, and is a member of the Steering Committee for the Greater Longview Optimal Wellness (GLOW). She also serves on the Medical Assisting Advisory Board for Panola College.

Jeanette earned her Health Care Economics Certification from Harvard Business, her Non-Profit Management Certification, and Human Resource Management Certification from Louisiana State University. She is a Lean Six Sigma Green Belt, NRCMA, and a Certified Medical Coder.

Angelica Guevara, Human Resources Director, has been with Special Health Resources since 2012. She started as the Human Resources Coordinator, and excelled in this position being promoted to Human Resources Manager in 2015. In 2020 she became Human Resources Director. With experience across all areas of Human Resources and expertise in employee training, Ms. Guevara is seen as a talent maximizer within the organization, and finds pleasure in encouraging staff to excel in their professional careers.

Angelica is committed to spending time with her family. She is fluent in Spanish and enjoys helping the non-English speaking community. Angelicas favorite quote is Train people well enough so they can leave. Treat them well enough so they dont have to Sir Richard Branson.

Theresa Jones has been with Special Health Resources for fifteen years, and currently serves as Program Director for the Ryan White Prevention/Outreach and Substance Abuse Programs. She holds a Bachelors degree in Business Administration, and a Masters degree in Healthcare Administration from LeTourneau University. Ms. Jones is a member of the American College of Healthcare Executives, and a member of the Northeast Texas Homeless Consortium. In her spare time, she enjoys spending time with her family, nature walks, motorcycle riding, and traveling.

JessicaRoldan, MBSA, MLS(ASCP)CM, LSSGB, serves as the Director of Operations for the North region of Special Health Resources. She joined Special Health Resources in 2018 and has over 18 years of experience in healthcare and leadership roles. As a Director of Operations, Jessica oversees Operations in Paris, Texas, Texarkana, Texas, & Texarkana, Arkansas. Jessica also serves as the Project Director for several grant partnerships and Special Health Resources transformation to a Patient-Centered Medical Home.

Jessica earned a Bachelor of Science degree in Medical Technology from the University of Arkansas for Medical Sciences and is a board-certified Medical Laboratory Scientist. She also holds a Master of Science degree in Business Administration from Texas A&M University-Texarkana. Jessica obtained her Lean Six-Sigma Green Belt Certification. She is a member of the American College of Healthcare Executives and the Central Arkansas Chapter of the Project Management Institute.

Tammi Smith Kelly has worked with Special Health Resources since 2008. Prior to becoming Director of Nursing, Tammi previously served as Lead LVN, Staff RN, Clinic Manager, and Supervisor of Nursing Services.

Tammi has an Associate Degree in Applied Science and became a licensed Registered Nurse in 2012. She is currently working towards a masters degree in nursing at the University of Texas at Tyler. She has worked extensively in the Ryan White Program and Substance Abuse program, and is committed to ensuring that the agencys clinics provide the highest level of care.

This is a clean clinic and kind staff. I've had a Covid test and it was free and a rapid test. I wish more places offer the same quality care.

Great guy, very personable. I can go months without seeing him and as soon as I walk in the door, he asks me questions about how I have been, my daughter and things we discussed the last time I had an appointment. He has always been very affordable. I have been extremely happy with his actual work and when I chipped a filling, he was able to work with me, get me in asap, and get it fixed at no charge. I could not recommend him enough!
