Hennepin Healthcare is releasing an updated educational module that will be made available to law enforcement agencies and shared online for public viewing. The new module explains advancements in understanding patient behavior and offers a clear and complete rejection of the diagnosis of excited delirium, instead providing information that supports a more accurate assessment of agitation in the prehospital setting.

The new module uses an anti-racist context and foundation and highlights findings in the Dec. 2021 Colorado Dept. of Public Health comprehensive report that says criteria for the assessment of excited delirium have been associated with racial bias against African American men and that the diagnosis lends itself to discriminatory practices that result in systemic bias against communities of color, its lack of a uniform definition and specific, validated medical criteria allows for the possibility of inaccurate assessments.

This module replaces the version that was shared with the Minneapolis Police Department (MPD) in the fall of 2021 that was released without adequate internal review. The updated module EMS and Law Enforcement was created with input and review from multiple internal and community partners, including the Hennepin Healthcare Health Equity and Academic Affairs departments, Emergency Department and Emergency Medical Services leadership, along with members of the Community Advisory Board and Minneapolis and MPD leadership.

This is intended to be a transitionary educational module to explain the change, understanding that Law Enforcement will seek additional education on symptoms and the need to engage EMS quickly when there is a medical emergency.

We recently notified the MPD that we are terminating our contract to provide medical direction services. Also, last week we announced that physicians will no longer be allowed to be dually employed by Hennepin Healthcare as a medical staff member and by a law enforcement agency. These steps clarify our relationship with law enforcement and other first responders to focus on the provision of care to the patients we serve. We will continue to collaborate with public safety agencies to ensure that we are able to provide the highest level of care to our patients.

The fall 2021 iteration of medical training provided to MPD failed to follow through on our promise to no longer teach excited delirium and to be intentional in addressing systemic racism. We are extremely sorry for the further harm this has caused to our community. Systemic racism is deeply imbedded in law enforcement and health care systems, including ours. We failed to address it here when we had the opportunity and, in doing so, have caused further pain and mistrust.

We worked hard on listening to the community, on acknowledging the pain caused, especially on Black and brown communities, and on making it clear to our internal teams that Hennepin Healthcare does not support the direction reflected in this training. We are disappointed that this training, and our internal vetting mechanisms, do not appear to reflect this commitment. This was a breakdown in our oversight. We thought we had alignment and we clearly did not.

The one-hour medical training provided bytheHennepin EMS physician covers a full range of conditions police officers encounter, including carbon monoxide poisoning, traumatic brain injury, and many others. The intent of the training is to provide medical awareness so police officers know -This may be a medical emergency- Call EMS.EMS intervention and appropriate supportive careshould be provided to anyone having a medical emergency to provide the best outcomes for patients.There are patients who have severe agitation and need our help in the community. These patients can be seriously hurt by themselves or by others, like the police, who may not know how to recognize a medical need and call for help.

As the Chief Executive Officer, Chief Health Equity Officer, and Chief Medical Officer, we are committed to working with every member of our team to make sure we get back on track and in alignment, and this message reaches every member of our team, so we can better address the resulting and continued distrust from our community.

  • Release a revised training with urgency that demonstrates our commitment to these words and our mission to be antiracist in our practices. We will ensure it is vetted through the Health Equity Department, as well as with members of our Community Advisory Board to address the partnering we promised would occur with community. This will replace the current training.
  • Advance our internal education on systemic racism and how it shows up in our various clinical practices to better equip our team members with the tools, perspective and support needed to truly advance our care to where we need it to be.
  • Hennepin Healthcare is an integrated system of care that includes a nationally recognized Level I Adult and Pediatric Trauma Center, an acute care hospital, as well as a clinic system with primary care clinics located in Minneapolis and across Hennepin County. The healthcare system includes a 484-bed academic medical center, a large outpatient Clinic & Specialty Center, and a network of clinics downtown, in the North Loop, Whittier, East Lake Street neighborhoods of Minneapolis, and in suburban communities of Brooklyn Park, Golden Valley, Richfield, and St. Anthony Village.     I called this place to get my son in for an appointment. Which at this point would be considered an emergency. This lady ask if he's been seen at Hennepin healthcare before. Yes, I bring my kids in for every appointment here. She goes to tell me that her system denied him as far as making an appointment because he hasn't been in to be seen at Hennepin healthcare since August 2021. Excuse me? That was literally a year ago and he was in for a physical. So my child who has a dental emergency is denied service because he hasn't been in "often" as she said. I will no longer bring my children to Hennepin healthcare for any type of visits. Get your staff together, train them on how to speak to patients! Ridiculous!!!!

    Called to make my son an appointment and Connie (THE MOST UNPROFESSIONAL CSR) told me that my son had a referral from Columbia heights dentistry I asked when we could set the appointment Connie starts talking to someone else in the background I'm like hello can you hear me? Connie says yes hold on, after being on hold for 17mins Connie gets back on the phone and says no we can't help you....Why did Connie tell me there was a referral from somewhere then?

    Worst experience of my life. Abusive and obtuse "Dr.'s" and staff, who just want you in the chair as many times as they can make you. So they'll change the plans as soon as you get back in the chair. Saying they can't do everything promised. And tell you to make another appointment. All the while, you're stuck with the pain and sickness from it. They truly don't care about the patients. It's all money money money

    I was in the hospital for a absess was told to go to hcmc when I was released and they said they wouldnt help until November even after I told them it was creating health problems I would rate that place -5 stars if I could

    Called for emergency dental pain got the recording saying that they were only accepting new patients that have urgent dental pain, people under 12 and disabled people I'm on disability, I'm totally in pain my face is swollen I'm on hold with this this place for 22 minutes and then she gets on the phone and she tells me that the recording is out of date and they're not accepting people at all now until the end of December! It's Oct 20th! I have been trying to get a dentist for almost 1 year now. I am on disability and can't afford $1500 per root canal I need 3, this is ridiculous! The recording is out of date???? She gave me these old out of date numbers that don't even aren't even in service anymore. I understand being overwhelmed but fix the dar recording or add one say it out of date. Get new numbers. Have som compassion for people in pain! It's an awful awful awful place.

    Best place I've ever been. I came from Wisconsin and well worth it. The dentist and assistant were fabulous. Didn't make me feel bad my teeth were bad. Tried to make me smile and keep my mind off things. Quick and painless. Got me in the next day for emergency tooth abstraction.

    Surgeon went out of his way to cut out a "sideways" wisdom tooth that I didn't ask to be helped with at all (as a 32 year old man it actually is my choice) regardless of what their medical "professionals" say about it. I worked at HCMC for more than 2 years and it isn't rare for HCMC employees to do this sort of thing. They will make you sign a piece of paper effectively allowing them to work on any area of your mouth that they want. Want something specific done? Too bad, it isn't your mouth, it is their mouth and they will do whatever they wish. Do NOT use HCMC oral surgeons if you have a specific issue. They don't treat you like a patient, they treat you like a experiment. I had no issues with that part of my mouth my entire life. In fact they created a problem far worse than the original reason I needed to have surgery to begin with. As a former employee of HCMC I am disgusted with the Oral Surgeon and the Dentist who let him destroy my mouth...Disgusted.
