Harlingen Medical Center is proud to welcome their new Chief Executive Officer, Candi Constantine-Castillo. Candi Constantine-Castillo brings over thirty years of administrative and clinical operations experience to the facility and has served the Rio Grande Valley since 1998. She served as the System Chief Nursing Officer for South Texas Health System from March of 2008 until December of 2020. Prior to that she served as the hospital administrator for Dolly Vinsant Memorial Hospital. Most recently, she has served Cornell University as a facilitator and program lead for the post-graduate Executive Healthcare Leadership certificate program. Candi Constantine-Castillo holds numerous national board certifications and is a Fellow in the American College of Healthcare Executives. She earned her undergraduate nursing degrees from East Tennessee State University, a Master of Business Administration from Andrew Jackson University, a post-graduate certificate in Nursing Administration from the University of Texas-Arlington, Doctor of Health Administration with a specialization in Health Care Leadership from Capella University, and will complete a Doctor of Nursing Practice from Purdue University in May 2022. Candi Constantine-Castillo is married to Lt. Carlos Castillo of the Harlingen Fire Department, a native of Harlingen. They have two children, Madison and Nia, and reside in Harlingen. Michael Bergstrom received a Bachelor of Business Administration-Finance from The University of Texas Pan-American in August 2000, and a Master of Science in Healthcare Administration with a Minor in Human Resource Management from Houston Baptist University in February 2005. He has been employed as a Financial Analyst/Staff Accountant, Senior Financial Analyst-Decisions Support, Director of Financial Operations-Ambulatory/Ancillary, and Assistant Chief Financial Officer by VBHS/Tenet Health Systems. Michael has served his community through Leadership Harlingen, Knapp Medical Center Volunteer, Weslaco Chamber of Commerce Volunteer, American Heart Association member and American Cancer Society Member.

Amy Flores is the Chief Nursing Officer and Vice President of Clinical Services at Harlingen Medical Center. She intends to continue building on the 'patient-centered' philosophy the focus of everything she does in her role at Harlingen Medical Center.

Ms. Flores, who previously worked in intensive care units and taught nursing students, has been at Harlingen Medical Center for the past 12 years, including the past 10 years as Director of the Medical-Surgical and Orthopedic nursing units. She was instrumental in helping The Orthopedic Center at Harlingen Medical to earn a specialty accreditation in knee and hip replacement surgery from the national accrediting agency for healthcare facilities, the Joint Commission.

The Gold Seal of Approval for joint replacement recognizes Harlingen Medical Center for its dedication and expertise in offering life-restoring surgeries, which in many cases can help patients walk again without pain.

As Chief Nursing Officer, Ms. Flores oversees more than 200 nurses at the hospital Ms. Flores received a Master of Science in Nursing, a Bachelor of Science in Nursing, and an Associate of Applied Science in Nursing, from the University of Texas at Brownsville and Texas Southmost College.

J. Joel Garza, M.D., Interventional Cardiologist, is the Chief Medical Officer for Harlingen Medical Center. Dr. Garza has extensive knowledge in the areas of quality of care, patient experience, clinical integration, and process improvement across the continuum of care.

Dr. Garza has been in private practice since 2004, joining first The Heart Clinic located in Hidalgo County (McAllen, TX) and eventually joining The South Heart Clinic located in Cameron County (Harlingen, TX), where he now serves his patients. The South Heart Clinic is one of the most highly regarded heart clinics in South Texas for its patient clinical outcomes.

Dr. Garza is a member, and fellow, respectively of the American College of Cardiology and American Heart Association. He is Board Certified in Internal Medicine, with a specialty in Interventional Cardiology, and has more than a decade of clinical experience in the diagnosis and treatment of cardiovascular disease, a leading service line for Harlingen Medical Center.
