Dr. Norman Yung is the senior dentist at Franklin Dental Care. He was born and raised in Toronto, Canada, and moved to Hong Kong to attend high school before returning to Vancouver, Canada to complete his Pharmacy degree in 1988. Wanting something more hands-on, he moved to Philadelphia to attend the University of Pennsylvania School of Dental Medicine. He excelled in his studies and was one of 4 students chosen from the class of over 130 to do his clinical training at the prestigious and more rigorous faculty practice facility instead of the main clinic. He completed his Doctor of Dental Medicine (D.M.D.) degree in 1992.

He then moved to Los Angeles to complete his General Practice Residency at the University of Southern California in 1993. In 1996, the lure of the fog and the regions reputation for tolerance and acceptance for diversity brought him to the San Francisco / Oakland Bay Area where he now lives with his wife and two teenage children.

Dr. Norman Yung has been in private practice for over 27 years and has honed his art to the point where his patients are cared for with confidence, compassion, and precision. His philosophy is to be proactive and ideal. He practices no-compromise dentistry. There is only one way to do dentistry, and that is the Right Way. He is especially proactive in dealing with gum disease, the painless disease that destroys the foundations that support the teeth. He believes open communication is critical to a good relationship with his patients so he will patiently explain in understandable terms what the issues are, and how he intends to proactively re-establish health. Communication is always a two-way street, so he welcomes any and all questions.

Dr. Jeremy Chen was born and raised in Southern California, where he attended UC Irvine for his undergraduate studies and UCLA for his Doctor of Dental Surgery (DDS). While volunteering at a community clinic during his undergraduate studies, he saw the life-changing potential of dentistry and decided to pursue dentistry as a profession and means to serve his community around him. At UCLA, Dr. Chen was able to continue being involved in dental outreach to the community through health screenings and off-site clinics for the underserved.

After finishing dental school, he moved to the Bay Area for an Advanced Education in General Dentistry residency to expand and solidify his abilities to better serve and treat his patients. Currently, Dr. Chen splits his time between Franklin Dental Care and a local community clinic and focuses on educating his patients the importance of preventive care.

Dr. Chen graduated from UCLA with a major in Microbiology in 2007. Dr. Chen was excited to return to the Bay Area to attend UCSF School of Dentistry from which she graduated in 2011. Dr. Chen was accepted into the prestigious UCLA Post-graduate periodontics and Implant surgery program, where she spent the next three years learning biology, treatment, and outcomes of periodontal disease along with the philosophy and techniques in implantology. She graduated from UCLA as a Periodontist in 2014, and became a Board Certified Periodontist in 2015.

Dr. Chen enjoys spending time with her husband and son. She speaks Mandarin, enjoys volunteering and participates in community dental health events. In her free time, she likes to explore local eateries and spend as much time outside as the San Francisco sun allows. She also enjoys kicking back and watching television at home.

Wait times are always minimal whenever I have an appointment. I had a cleaning done here the other day and it was done quickly. I'm glad I came in.

The receptionist was extremely rude and talked to other staff at the practice about me and my situation in a very rude way while I was sitting in the hallway working out my insurance details. Unfortunaly poor customer service is a deal breaker for me and so is less then basic human decency. Will not be returning.

Absolutely wonderful place! I have moved around a lot and visited many dentist, but this place is by far the best! Dr. Hwang is so thorough and really takes the time to explain things so you understand the reasoning. Dr. Lee is compassionate and takes all measures to ensure you're comfortable. She's fast and efficient, but you never feel rushed. The office staff are wonderful and make you feel like family as they remember you--shout out to Mark, Yang, and Ana! Thank you all so much!

I've been coming here for years and have almost stopped twice now. They are straight up crooks. AVOID. Aggressive with work. A rotating door of hygienist. I will admit two I've had over the last 4-5 years have been careful. They put you on a 'dental plan' and try and dictate the work you 'need' to do. My insurance covers two visits a year and they try and put me on a 4 visits a year pattern. I'm sorry: no. I'm the consumer and choose the frequency of my visit. A year or so ago one of the people literally tried to guilt me into coming more often. Here's what gives them the one star: I have 100% preventative coverage. I went in for a basic cleaning today and they tried passing it off saying i was getting basic work done, 'filling, X-rays.' No - you're wrong. I denied that and specifically said I was coming twice a year JUST FOR CLEANINGS. Do yourself a favor and find another dentist office.

I had an AWFUL experience at this office. More later. I am afraid to put down how I was treated now. I will say this: This company is Associated with Kaiser/ Delta Care Insurance. I will be making a grievience with Kaiser Hospital about this dental office. They are not good for Complicated problems. The dentist refused to be my dentist because I had too many tooth issues.???? I went to this office because they advertise that they help people. The dentist refused to help me with advice, etc. I do not have a dentist right now with my Kaiser, delta dental health plan. GOOD communication is the first key to a good dentist. This is not the place to go if you have lots of dental issues. At first 3 of their receptionists were very rude to me. One of them did not tell the truth. I found a good dentist to use outside of the Kaiser Delta Care insurance. I will give them An A plus. More later..after the dust settles. Good luck

We've been coming to Franklin Dental Care for years now. My significant other and I have seen Dr. Yung, along with my two children. In all our years of coming here, we've never had anything negative to say about the practice. I'd highly recommend them.

Amazing office, the staff is very friendly and the office is clean. I was seen right away when I came in. I was worried I needed a root canal, turns out I just needed a cleaning. Didn't feel like I was being sold anything I might not have needed. A+ when it comes to dental care.

Very caring and knowledgeable dentist. I don't have dental insurance, so pricing is reasonable seeing I have to pay cash. Dr. Yung takes his time to explain things before, during and after doing any type of work. Can't recommend him enough...

I had some complicated work done by Dr. Yung. He knows what he's doing. I feel he's very kind and experiences in his line of work. I use to have extremely bad dental anxiety, but this has gone away in my visits to him. He gives me a sense of calmness which helps...

One of the best dental practices you'll find in the Oakland area! From the administrators, hygienists or Dr. Yung himself. Everyone's always been great...

As I'm new to the area, I needed a new dentist. This was how I found Franklin Dental Care. I've came here three times now, and in all my visits I never had any problems. The office is clean, the equiptment looks up to date. Always felt my two cleanings and one filling were thorough. I'm grateful I found them...

We changed insurance carriers and left the practice back in the fall of '21 that is when we found out this dentist was over charging for unnecessary work. This came as a surprise when we started seeing an older more established practice which not only contradicted Franklin Dental but pointed out issues that they may have caused. For the record I do not like writing reviews like this, but we had several issues with our bills where we owed more money while receiving recommendations and pressure for unnecessary work. Below were unnecessary procedures/expenses: 1) The deep cleaning was done in a manner that was not only painful (to be expected) but ended up pushing plaque particles down into my partners root which showed up on an xray. On top of that they try and push a $600 night guard which is twice as expensive as the most expensive one out there. 2) My teeth do not show signs of grinding nor has anyone I ever slept next to commented on it happening. 3) Finally the last straw was that we opted out of 4 cleanings per year yet they charged us for the non insurance covered cleanings in the form of a co-pay on each dentist visit. We rechecked with the insurance and the visits were supposed to be 100% covered and the math on the co-pay added up to the price of a non covered cleaning. On top of this some other red flags were how inexperienced the hygienists were, broken windows, consistently disconnected phone number, and how others in the lobby also seemed to have other patients with bill discrepancies every time I visited. The staff is friendly and welcoming. My main issue is with the business practices.

I came in for a standard cleaning and a filling for one of my molars. I left thinking this was the worst experience at a dentist I've ever had. First was the filling: dentist attempted to numb my mouth before drilling into my tooth but did a very poor job doing so. She was 2/3rds of the way done (about 10 mins) when I couldn't stand the excruciating pain every time she drilled into my tooth. She gave me more numbing agent which helped but I decided to push through even though I still felt some sensitivity. After the drilling, we got to the filling part and the assistant seemed completely lost. She didn't know where half of the things being asked of her were and didn't place the suction tool in my mouth properly so I was constantly gulping whatever liquids were in my mouth the entire process. Then the cleaning: I was left with said assistant and she banged my teeth around with the polishing tool seemingly without any regard for my comfort. She had to change the tool, mid cleaning, after another assistant told her the tool was faulty. Then she continued and finished up "polishing" the rest of my teeth. After I was done, I asked to use the restroom so I could assess the work and clean myself up since they left a mess on my face/clothes. I end up finding a small plastic tool in my teeth still. This was the cherry on top of an otherwise terrible experience at the dentist. I don't ever leave bad reviews bc I know how important reviews are for businesses. I let myself cool off for the day but I still felt compelled to write this whole essay. I hope Franklin Dental sees this and can somehow make this right for me to give them a better, updated review.

Front desk here is hopeless: disorganized, unaccommodating, uninformed. Twice I was promised a call back after staff were unable to find my insurance records; it never happened. Make no mistake: Franklin is a corporate dental office dedicated to maximizing profits at the expense of their patients. Skip this place and dodge a bullet.
