Sandra Hansberger has spent 30 years advocating on behalf of low-income individuals and familiesas a supervising attorney, clinical law professor, and most recently, as an executive director of an Oregon statewide non-profit. Her work has focused on providing access to justice in areas such as housing, food security, medical care, and safety from domestic violence.

Ms. Hansberger has served, and continues to serve, on a number of non-profit boards and commissions. She has received recognition from Oregon Women Lawyers, the Multnomah Bar Association, and from the Oregon State Bar, including its highest honor, the Award of Merit (2016).

As the Founder and CEO of TruEvolution, Gabriel Maldonado has led the organizations efforts for the last eleven years to now include comprehensive HIV prevention and care services, a mental health clinic, and an emergency supportive housing program. As a former member of the Presidential Advisory Council on HIV/AIDS under President Obama, Gabriel works to elevate the representation of minority community-based organizations in state and federal policy priorities.

In addition to his work at TruEvolution, Gabriel continues his advocacy serving on regional boards, such as Borrego Community Health Foundation, and global organizations such as the AIDS Healthcare Foundation. Bringing a passion for business and consultancy, Gabriel works to advise industry leaders as an advisory board member for Viiv Healthcare, Janssen Therapeutics, and Merck & Co. Gabriel believes that the needs and priorities of marginalized populations should be heard in every room and at every table impacting those communities.

What drives Gabriels passion is his experiences in witnessing the devastating impacts of the industrialization of poor urban communities. Raised in the City of Compton, Gabriel watched not only his health but the health of his family and neighborhood be affected by the corrosive effects of refineries, smog, logistics, and chemical facilities. Now, as a person living with HIV, Gabriel is firmly-rooted in advancing the quality of life and human dignity of people of color in the LGBTQ+ experience.

Dr. Jenna LeComte-Hinely is the Chief Executive Officer of HARC, Inc. (Health Assessment and Research for Communities), a nonprofit research organization based in Palm Desert, CA. HARC advances quality of life in communities by helping leaders use objective research and analysis to turn data into action. Dr. Jenna LeComte-Hinely obtained her doctorate from Portland State University in the field of Applied Psychology, with a major of Industrial/Organizational Psychology and a minor in Occupational Health Psychology. Dr. LeComte-Hinely has conducted research and evaluation in a wide range of fields over the years, including health, well-being, work-life balance, supportive supervision in the workplace, gender discrimination, and informal science education.

Prior to joining HARC in 2012, Dr. LeComte-Hinely worked in the research and evaluation field at OMSI (Oregon Museum of Science and Industry); the Center for Work-Family Stress, Safety, and Health; and the University of Redlands. Dr. LeComte-Hinely also taught Statistics for the Health Sciences at California State University, San Bernardino.

Dr. Dan Anderson is the President and CEO of Riverside Community Health Foundation (RCHF), a public charity organization that operates programs and funds grants to the city of Riverside area. He has over 38 years of experience working in the non-profit sector, and has spent the last 15 years advocating for health care access for the low-income and uninsured populations.

Keenan Freeman joined Inland Empire Health Plan as Chief Financial Officer in October 2016. In this executive role, Mr. Freeman is responsible for the overall financial management of IEHP, its financial reporting and transparency, and for multiple plan financial functions including accounting, purchasing, capitation, cost recovery, risk management, and the coordination of fiscal and other operational audits.

Mr. Freeman brings over 28 years of professional finance experience to IEHP which includes 16 years of strategic leadership in multiple functions including financial, operational and strategy development in a provider-owned health plan and a multi-specialty medical group with over 4,000 providers. Mr. Freeman served as Chief Financial Officer for Providence Medical Group in Oregon where he spent 5 years providing operational and financial leadership for over 1,200 physicians, physician assistants and nurse practitioners. In addition, he served for eight years as Chief Financial Officer and two years as Chief Operational Officer for First Care Health Plans in Austin Texas.

Mr. Freeman understands the importance of developing external relationships with key physicians, health systems, and governmental entities. He enjoys building cross-functional teams to achieve short and long-term objectives and values the importance of developing external relationships with key physicians, health systems, and governmental entities. Mr. Freemans leadership in these areas, and in the annual budget process, keeps IEHP financially stable amid healthcare changes and economic volatility.

Jose Campos serves as Director of Parent Involvement and Community Outreach for the Jurupa Unified School District. In this capacity, he works with several non-profits and public agencies coordinating and expanding services throughout the community. These services include mental health, medical access and coverage, early childhood programs, case management services, and various parent engagement and parenting programs.

In 2012, he co-founded the Jurupa Valley Collaborative (a 2015 Riverside County Office of Education Models of Academic Excellence and Innovation program) to better coordinate services in school communities, and in 2013, was instrumental in opening the school district's first school-based health center operated by Borrego Health.

He continues to work towards expanding health and dental services in the area as well as focus on increasing opportunities and education in the school communities. By 2019, access to mental health services for Jurupa students increased significantly from being scarce to increasing funding for providers and partnering with providers for school-based services as well as launching a master-level intern-based program allowing for over 5% of the districts student body to be served.

Additionally, Jose serves and/ or has served on the following boards: Riverside First Five Commission: Chair; Jurupa Valley Chamber of Commerce: Past President; Riverside Community Health Foundation: Board Member; Borrego Health: Board Member; Riverside County Behavior Health Commission: Commissioner; Past Board Member, HOPE Collaborative (Child Abuse Prevention Collaborative); Past advisory board member, Rubidoux Family Resource Center.

Jose feels that relationships and systems are necessary to truly impact families and communities and has been recognized for his programs and achievements at the local, county, and state-level including Riverside County Public Health Champion, Riverside County Administrator of the Year, California School Board Association Golden Bell, and National Kaiser Thriving Schools awardee.

Her first year of college was in Munich, Germany, but she finished her schooling at San Diego State University with a degree in Anthropology, a minor in French, and a California Teaching Credential. Later on, Martha earned her Masters in Education and Administrative Credential from Point Loma Nazarene University.

Martha began teaching in 1972 and fell in love with the job. She taught for 27 years in the Chula Vista Elementary School District. During this time, she served as the science teacher in charge of a large school garden project in Chula Vista. She currently work with the Borrego Art Institutes ArtFarm to bring learning alive for children in their garden.

After obtaining her California Administrators Credential, Martha served as a school principal in Chula Vista. She then moved to the desert to be the principal of Borrego Springs Elementary School. After a few years in this role, she became the Superintendent of Borrego Springs Unified School District. Although retired as the School District Superintendent, she continues to serve as the School Community Liaison.

Neftali Galarza, the second of three sons to immigrant farm workers, was born and raised in the Eastern Coachella Valley where he attended local public schools at Coachella Valley Unified School District in Riverside County. Neftali earned a Bachelor of Arts in Political Science with a minor in Labor Studies from the University of California, Riverside.

Neftali Galarza serves as the Coordinator of Community Engagement & Partnership for the Riverside County Superintendent of Schools, who works with the countys 23 school districts and the staff at the Riverside County Office of Education to ensure high quality education that invests in all students. Previously, Neftali served as the Director of Community Outreach for the California Alliance for Renewable Energy Solutions, a non-profit organization in partnership with labor, business, environment and community groups to support bulk energy storage projects.

In addition, Neftali Galarza serves as a Council Member for the City of Coachella and on the Board of Directors for multiple non-profit organizations, like Borrego Health, Dr. Carreon Scholarship Foundation, and the Inland Empire Ronald McDonald House.

Dr. Frank Figueroa is a native of Coachella, California, and the son/ grandson of farmworkers. Dr. Figueroa has proudly served The University of California for over 7 years as a Financial Manager in various departments from the University Financial Aid Office, Registrars Office, Housing Services, Career Services, Botanical Gardens, and most recently the English Department. Through his numerous leadership positions at UC, including Vice-President of the UC Riversides Staff Assembly and a Delegate on the Council of University of California Staff Assemblies. Dr. Figueroa was first elected to the Board of Directors of the Southern Coachella Valley Community Services District in 2015 as the youngest member on the board and now serves as the Vice-President of the board. Dr. Figueroa is one of the only OUT elected officials in the Eastern Coachella Valley.

Greg L. Rodriguez serves as Government Relations and Public Policy Advisor for Supervisor Perez. He has government experience having previously worked for the office of Congressman Ruiz. Greg works on constituent and policy issues related to the following departments: Behavioral Health, Riverside University Health System, Public Health, Correctional Health, Federally Qualified Health Clinics, Fair Housing, Housing Authority, Homelessness Issues, LGBTQI and health initiatives.
