Dr. Cindy OLoughlin chose to be in the practice of health care because of the personal reward and satisfaction associated with improving the quality of other peoples lives. She strives to deliver the highest standards of service and products in a relaxed, friendly, environment.

In over 30 years of practice, the perspective Dr. OLoughlin has acquired has been the most unanticipated and exciting aspect of her career. During the early stages of her practice, her treatment plans were mostly based on fixing problems as they were presented. However, after decades of clinical experience, Dr. OLoughlins perspective on dentistry has shifted. With the multitudes patients seen, she has observed patterns, derived from evidence from both inside and outside of the mouth. From these patterns, Dr. OLoughlin has been able to make highly-accurate predictions and treatment recommendations that are proactive, rather than reactive.

Dr. OLoughlins ultimate motive and responsibility is to provide her patients with information about easy, convenient, and imperceptible methods for improving their dental, periodontal, and overall health.

Since receiving her Doctorate of Dental Surgery from the University of Southern California Dental School, Dr. OLoughlin has participated in numerous technology-oriented continuing education courses on implants, digital dentistry, and Invisalign clear aligner orthodontics.

Continuing education is a requirement for maintaining licensure, but learning about new methods of treatment and product options has always jump-started Dr. OLoughlins enthusiasm for her profession. Lectures and seminars also enhance her diagnostic abilities, and patients are the direct benefactors of this information. These new methods often make treatment more pleasant for a patient than their previous experiences or preconceptions. Other educational opportunities provide Dr. OLoughlin with viable solutions for formerly untreatable conditions. These advances benefit patients by providing more comfortable, shorter visits while maintaining the highest standard of clinical excellence.

A native of Southern California, Dr. OLoughlin has lived in Portlandia for the past seven years. She and her husband have three grown children, all of whom they are very proud. Dr. OLoughlins days outside the office often start with internet surfing with a cup of Whirling Dervish in the morning and end with marathons of Dexter and Game of Thrones in the evening. She is also an avid bike-rider and member of BikePortland.org, a group which supports and advocates for increased safe, car-free zones.

At 2nd & Madison Dental, we provide our patients with the very best quality comprehensive general and cosmetic dentistry around. Conveniently located in downtown Portland, our practice opened in the summer of 2013 to serve the oral health needs of the local population in a convenient, quality fashion.

Feb 16, 2022: I tried to do an appoitment and called and left a message but never got a call back. Then after seen the reviews of clients I walk to the address. However their door was close (despite website says "open",) and despite there was a visible person at Reception (about 10 feet distance) she saw me from outside and i wave her to let me go in and she pointed to a sign outside the door asking me to call the Reception (means herself). Then she says they dont have appoitments until April. I consider bad manners the fact that the Receptonist was unwilling to answer my questions on person. The website then should have accurate data so people dont waste their time trying to call for appoitments nor less going on person to the address. Seem common sense. I dont plan go here for sure anymore.

My husband and I have been going there for over 3 years but will now be finding a new dentist after our most recent dental cleaning yesterday. I was informed by Dr. O'Laughlin after my cleaning that my x-ray from 6 months ago might show issues with a nerve and if I developed pain or sensitivity I might need to be referred to an endodontist. I asked what could have caused this and she said trauma from years ago. I told her that I have never had trauma to this tooth. Also no cavities, pain, or sensitivity. The gum surrounding the tooth is intact, no inflammation. Dr. O'Laughlin said not to worry and we would just see if any issues arose in the next six months. She also said she just didn't notice the issue when looking at the x-ray 6 months ago! If there was indeed something wrong with that tooth and it took her six months to identify it on x-ray, I could have developed severe problems! Additionally, the x-ray machine wasn't working correctly that day 6 months ago and there are 4 films that never developed/uploaded to the computer. I thought it only logical that they would want to do another set of x-rays given the doctor's concern for nerve damage with one of my teeth and the incomplete x-ray set taken 6 months prior. But the doctor said no, that it "might be nothing and to just keep an eye on it." She told me not to worry about it and that the good news was I had no cavities. We had not taken a new set of x-rays and she did not examine my mouth at all but could tell from an incomplete set of x-rays done 6 months prior that I had no cavities? I made an appointment to see an endodontist of my choosing after I left because I need to know if something is actually wrong and do something about it before it becomes a problem. I am stunned by the lack of professionalism, common sense and attention to detail that one would expect from a good dental practice. I no longer trust 2nd and Madison Dental and I am relieved that we never had cavities or other issues requiring work in the last few years. 2021 update: After writing that review, I made an appointment for a second opinion at Laurelwood Dental. I never had to see an endodontist because the new dentist said that my tooth was absolutely fine. He took another x-ray and showed me the difference between that and the concerning one done at 2nd and Madison. Apparently, the dark shadow that was around the root of the tooth in the previous x-ray, the one that Dr. O'Laughlin said was concerning for a dying tooth root, was nothing more than a shadow cast by the nasal cavity from poor x-ray technique. He said the x-ray was taken at too high of an angle, which can cause that effect. Unlike Dr. O'Laughlin, the new dentist recognized what the x-ray shadow was immediately, stating that it is not an uncommon occurrence. He took a new x-ray just to confirm his suspicion and was proven correct by a perfect looking root. So...nothing was actually wrong. Unbelievable! And seriously, if a dentist thinks your tooth root appears to be dying when looking at a 6 month old x-ray film, then they should take a new x-ray and also assess the freakin tooth to make sure everything is okay. Ridiculous!

I've had anxiety around dentist visits for as long as I can remember, but this was by far the easiest and most comfortable experience I've ever had. The hygienist and Dr. O Loughlin were very kind and gentle. The people working the front desk were very nice as well. They were patient with me while I got ahold of my husband about our dental insurance.

I actually GENUINELY look forward to going to the dentist now that I've been a patient here. Everyone I encounter is genuinely nice, professional, and make it comfortable. The dentist is incredibly knowledgeable and high energy, she explains exactly what is going on. I am SO happy to have found this place, my husband and even our son love it!!

I broke my front tooth when I was five. The filling lasted until I was about 23 when it randomly popped off. I heard about 2nd and Madison on the radio so I gave them a call, they scheduled me in quickly to get the exam and the new filling. Everything went smoothly and my tooth was fixed in less than a week. Until 2 months later when it broke off again. Called them up, they fixed it again for free, but it was poorly done. I could feel a bump on the front of my tooth was was incredibly annoying. But figured, I have a tooth, I don't care. Eventually, the second filling also broke off, call them for a refund, nothing. Only that they would have to replace the whole tooth (mind you, major procedure and unnecessary, in my opinion, I had a filling in on that tooth for 18 years.) This was about 6 years ago, I've since had my tooth fixed at a different dentist without any issues. This place is fine if you need a cleaning, but I recommend finding a dentist that is more focused on doing a good job than having their office look like a spa.

As a new patient I made an appointment a week later and provided my previous dentist's name and insurance information to the friendly man at the front. When I arrived for my appointment a week later, I spoke to a not friendly lady with a rude tone who informed me that even if I had X-rays yesterday at another dentist, they require their own X-rays. Not only had the staff not informed me of this policy when I first came in the door, they also were on the phone with my insurance to check if X-rays were covered 5 minutes before my appointment. As my insurance only pays for X-rays every other year (accepted dental standard of care) and I had them a year ago, I cancelled my appointment on the spot. I hate it when businesses waste my time.

Very professional and fun. Outstanding customer service and the dentist/ortho does amazing work. Takes time to listen to you and very optimistic and just simply delightful. The techs feel like friends when I'm there.

Man...it sucks to have to write this one star review for a dentist that I have been going to for 4 years, but I have to tell all of you that my family and I will be moving on from 2nd and Madison Dental for one very important reason: 2nd and Madison referred me to an extremely unethical oral surgeon and I lost a lot of money because of them. Basically, long story short, I had a cracked tooth that needed to be extracted and 2nd and Madison referred me to Malmquist Oral Surgeons, who then scammed me. If you Google Malmquist Oral Surgery and look for my name on their review page you can read the details of the scam. It's real. They are truly unethical over there. And, unfortunately, Dr. O'Laughlin and team, you are the company you keep. Loved the service, you took good care of me, loved doc's personality, but I just can't believe you fed me to a shark like that and I can't get past it. I called to tell you about this and I told the story to Mikayla at the front desk and she promised to tell Dr. O'Laughlin, but I heard through the grapevine that you are still referring people to Malmquist. Not sure if they are paying you for referrals or what, but either way that makes you a part of the ethical issue here. Such a bummer. We will be requesting all of our medical records and we are currently searching for a more ethical dental practice.

Excellent dental clinic. This is were I get my teeth cleaned every few months. I also got a gold crown implanted. Very polite, knowledgeable, efficient and pleasant to deal with staff

I've been a patient of Dr. O'loughlin for the past four years and she is great. She's very knowledgeable and will take her time to explain any treatment that's needed. The staff is super friendly and professional. If you're looking for an awesome dentist I highly recommend 2nd and Madison.

This office stands out! From the check in counter to the lobby refreshments they've got you covered on customer service. One time I had to be out in an hour exactly & the whole team worked together to make it happen. I've been going to this dentist office for over 5 years. I've never felt so confident about my dental health care! This team knows dental hygiene & actually cares about you!
